NoVA Housing Expo.Hello and welcome to the Prince William County Office of Housing and Community Development (OHCD) Booth!

The Office of Housing & Community Development administers several Housing Assistance Programs all of which are funded through U.S. Department of Housing & Urban Development referred to as HUD.

The programs administered by Community Planning & Development include the Neighborhood Housing Rehabilitation Program (NHRP), First-Time Homebuyer Program (FTHB), Emergency Solutions Grant and the Dawson Beach Transitional Housing. OHCD also administers a Housing Choice Voucher program, Family Self-Sufficiency, and other voucher generated programs.

The programs we will focus on and provide brief information on include, the First-Time Homebuyer Program and Neighborhood Housing Rehabilitation Program. The FTHB Program provides financial assistance for down payment and closing costs for low-moderate income eligible First-Time Homebuyers living or working in the Prince William Area which includes Prince William County, cities of Manassas or Manassas Park. The FTHB Program funds provided for assistance are secured for thirty years through a 2nd Deed of Trust recorded against the property that has been purchased. The amount of assistance provided to eligible households is determined based upon income range of the household, and assistance could range between 23% and 33% of the approved sales price.

The NHRP program provides financial assistance to low-moderate income owner-occupied residents of Prince William County and the Cities of Manassas and Manassas Park to correct health and safety issues as well as to increase energy efficiency within their properties. There are required rehabilitation items as well as standard rehab items, that are identified through an on-site visit to the eligible property. An applicant must be the owner of the property and use the property as their primary residence.
